What Is APR (Annual Percentage Rate) in the UAE?

    Try , or

    Quick answer

APR, or Annual Percentage Rate, is a yearly percentage measure designed to show the cost of a credit product more completely than a headline rate alone. Under CBUAE consumer-protection rules, the expected APR must be disclosed for offered credit products, and APR includes the interest or profit payable together with relevant fees in the annualised calculation. It is primarily a comparison tool: a lower headline rate does not always mean a lower overall borrowing cost.

    What does APR mean?

APR stands for Annual Percentage Rate. In the UAE consumer-protection framework, it is a percentage measure of the amount a borrower owes to a lender, including the annual cost of using the lender’s funds or asset and the cost of other applicable fees included in the calculation.

The CBUAE requires licensed financial institutions offering credit products to disclose the expected APR so consumers can compare credit products and providers more meaningfully.

APR vs annual interest or profit rate

The annual interest or profit rate tells you the rate applied to the borrowing or financing balance. APR is broader because it is intended to reflect the cost of interest or profit together with relevant fees on an annualised basis.

That distinction matters when two products advertise similar rates but have different processing fees or other included charges. The product with the lower headline rate can still have a higher APR.

Why APR matters when comparing loans

APR gives you a better starting point for comparing like-for-like credit products. You should still compare the approved amount, monthly instalment, tenor, total repayment, early-settlement terms and whether the rate is fixed or variable.

For a term loan or financing product, the CBUAE also requires clear disclosures around how interest or profit is calculated and, where applicable, how payments are allocated between the outstanding balance and interest or profit.

    APR and credit cards

Credit cards are revolving credit products, so the practical cost depends heavily on how you use the card. If you pay the eligible statement balance in full by the due date, interest or finance charges may not apply to ordinary purchase transactions under the relevant card terms. If you carry an unpaid balance, finance charges can apply according to the card’s pricing.

CBUAE standards require APR-related disclosure and require unpaid credit-card balances to be calculated using the reducing-balance method. Cash advances and other transaction types can have separate pricing or treatment.

Example: same headline rate, different cost

Imagine two loans have the same advertised annual interest rate. Loan A has a higher processing fee while Loan B has a lower fee. Even though the headline rate is the same, their APRs can differ because APR captures more of the cost structure.

APR calculations depend on the product’s actual cash flows and the applicable methodology. Use the APR disclosed by the lender rather than trying to reconstruct it from a headline rate alone.

What APR does not tell you

APR is useful, but it does not replace the rest of the Key Facts Statement. It does not tell you whether you qualify, whether a variable rate could change later, whether you value bundled benefits, or whether early-settlement terms matter to your plans.

Use APR as one comparison measure alongside total cost, monthly affordability, tenor and product conditions.

    Frequently asked questions

Is APR the same as the interest rate?

No. The interest or profit rate is one component of borrowing cost. APR is intended to reflect that cost together with relevant fees in an annualised measure.

Do UAE banks have to disclose APR?

CBUAE Consumer Protection Standards require licensed financial institutions to provide the expected APR on offered credit products to facilitate comparison.

Does a lower APR always mean the better product?

Not automatically. It indicates a lower annualised cost measure, but suitability also depends on tenor, repayment structure, eligibility, flexibility and your own needs.

    Can APR change?

If a product has variable pricing, the underlying rate and therefore the effective cost can change. The product disclosures should explain whether the rate is fixed, variable or a combination.

Is APR relevant to Islamic finance?

Yes as a disclosure and comparison measure for credit or financing cost, while the underlying Shari’ah-compliant contract structure and profit calculation remain distinct from conventional interest-based lending.

    Should I calculate APR myself?

For comparison, use the APR disclosed by the licensed financial institution. The formal calculation can depend on fees, timing and cash flows that are easy to misstate in a simple calculator.
