What Is Debt Burden Ratio (DBR) in the UAE?

    Try , or

    Quick answer

Debt Burden Ratio (DBR) compares your monthly debt commitments with your gross monthly income. For UAE retail lending, the CBUAE’s general maximum DBR is 50% of gross salary and regular income from a defined source, although lenders must still assess the borrower’s individual circumstances rather than automatically lending up to the maximum. DBR is one of the key affordability measures used when assessing new credit.

    DBR formula

DBR is commonly expressed as: total monthly debt obligations ÷ gross monthly income × 100.

For example, if your recognised monthly debt commitments are AED 7,500 and your gross monthly income is AED 20,000, your DBR is 37.5%.

What is the UAE DBR limit?

The CBUAE mortgage regulations state a maximum DBR of 50% of gross salary and regular income from a defined and specific source. Responsible-financing standards also require licensed financial institutions to assess the consumer’s ability to meet credit obligations and comply with CBUAE DBR limits.

The 50% figure is a regulatory maximum, not a target. The CBUAE specifically notes that financial institutions should not automatically apply the maximum and should consider the borrower’s circumstances and exposure.

    Worked example

    Assume gross monthly income of AED 20,000 and recognised monthly debt payments of AED 7,500. DBR = 7,500 ÷ 20,000 × 100 = 37.5%.

If a new loan would add AED 3,000 per month, total monthly debt payments would become AED 10,500. DBR would then be 52.5%. That would exceed the general 50% regulatory maximum before considering any lender-specific affordability assessment.

What counts as a debt obligation?

Banks assess existing and proposed credit obligations using their internal policies and applicable CBUAE requirements. These can include instalment loans, mortgages, card-related obligations and other recurring credit commitments.

Do not assume that only the instalments you personally choose to count will be used. The lender can verify your credit position through available credit information and its own assessment process.

    DBR and credit cards

Credit cards can affect affordability even when you pay them regularly because they represent revolving credit exposure. How a bank translates card exposure into its DBR calculation can depend on applicable rules and internal credit policy.

If you are preparing for a loan or mortgage application, review existing limits and balances rather than looking only at instalment loans.

    DBR and mortgages

Mortgage providers must apply the CBUAE DBR requirements and also conduct stress testing. The mortgage regulations state that lenders should stress test repayments at 2 to 4 percentage points above the current interest rate, depending on the rate environment, to assess the borrower’s ability to repay.

For investment properties, the rules also require a deduction from rental income in the DBR assessment to allow for non-rental periods.

Can a bank reject an application below 50% DBR?

Yes. Being below the regulatory maximum does not create a right to approval. Banks assess employment, income stability, credit history, age, existing exposure, product eligibility and other risk factors.

Think of DBR as one important affordability boundary, not a complete underwriting decision.

    Frequently asked questions

    What is the DBR formula?

Total recognised monthly debt obligations divided by gross monthly income, multiplied by 100.

What is the maximum DBR in the UAE?

For general retail lending, the CBUAE mortgage rules reference a maximum DBR of 50% of gross salary and regular income from a defined source, subject to specific exceptions such as certain government housing programmes.

Does a 50% DBR guarantee approval?

No. It is a maximum limit, not an approval threshold. Banks must assess the customer’s circumstances and their own credit criteria.

    Can credit cards affect DBR?

Yes. Revolving credit exposure can be considered as part of a lender’s affordability assessment.

Is DBR calculated on gross or net salary?

The CBUAE mortgage regulation refers to gross salary and regular income from a defined and specific source.

Why can two banks calculate my affordability differently?

Banks must comply with regulatory limits, but internal treatment of income, commitments, product exposure and risk can differ within those rules.
